Climate change is a governance crisis. Despite strong commitments in Africa, ministries and local governments lack the tools, mandates, and frameworks to implement effective climate policy. This initiative reframes public institutions as climate regulators and enables them to lead on mitigation and adaptation through policy reform, institutional capacity building, and brokering public-private partnerships.

Achieving long-term climate sustainability in Africa requires more than ambition; it demands institutional capacity. Also, the success of Africa’s energy transition will depend not only on the design of market-shaping public policies—such as tax incentives for investment in solar, wind, and alternative energy sources—but critically on the ability of governments to implement them effectively. Only through strong, well-equipped institutions can these policies move beyond statements of intent to become engines of real transformation.
